Studies of the nucleon and nuclear structure are increasingly making use of polarization, flavor, and now transverse degrees of freedom to mapping out the detailed partonic structure of matter. A comprehensive framework for describing transverse spatial and momentum structure of the quark and gluon structure of matter in terms of GPDs and TMDs has been recently developed.  This approach has strong connections to traditional nucleon structure studies, but includes correlations between the momentum and spatial, accessed through hard exclusive and semi-inclusive processes.   We focus on experimental programs planned for the JLab 12 GeV Upgrade, outlining the experimental program and theoretical support necessary to obtain a clear understanding of interesting transverse momentum, spin and spatial structure of hadrons.
